Testosterone and other anabolic steroids are controlled substances in most jurisdictions (US Schedule III; UK Class C; equivalents elsewhere) under the Narcotics Control Law; Yakkan Shoumei personal-export authorisation framework. Personal-use quantities for legitimate hormone therapy, accompanied by the prescription and doctor's letter, are generally permitted for export from Japan. Injectable formulations should stay in pharmacy packaging with needles documented. Quantities beyond personal-use supply are treated as trafficking; a Yakkan Shoumei from Regional Bureau of Health and Welfare is required for above-personal quantities.
