Personal-use export is typically permitted under general licence for most destinations, but sanctions-listed destinations face licence-required treatment. Destination-country satellite-phone rules are separately restrictive (India, China, Cuba, Sudan, Chad, Vietnam, Nigeria, Sri Lanka).
