Taking lithium power bank out of Vietnam
Power banks may be taken out of Vietnam freely but must travel in cabin baggage — lithium battery aviation rules, not customs, are the constraint.

Power banks face no customs export control from Vietnam. Aviation dangerous-goods rules are the real constraint: spare lithium batteries including power banks are forbidden in checked baggage worldwide and must be carried in the cabin. Units up to 100 Wh (roughly 27,000 mAh) travel freely; 100-160 Wh units need airline approval and are usually limited to two; above 160 Wh is forbidden on passenger aircraft. Terminals should be protected against short circuit.
