Image-intensifier and thermal night-vision devices appear on dual-use export-control lists (Wassenaar Arrangement Category 6 implementations) in every covered jurisdiction, and US-origin Generation 2+ and higher devices are additionally ITAR/EAR-controlled regardless of where they are carried. Consumer digital night-vision (camera-based, low specification) generally moves freely for personal use; intensifier-tube devices and thermal units require an export licence from Germany even when personally owned. Unlicensed export is a criminal offence.
