Details

Mobile phones in commercial quantities must be exported from United States under a commercial export declaration with a commercial invoice and, where applicable, a packing list and certificate of origin for preferential tariff treatment at destination. Destination markets typically require type approval / IMEI registration for commercial handset imports, and several countries tax or register devices above one or two per traveller — carrying multiple new-in-box phones as baggage is treated as undeclared commercial import at arrival. Carrying commercial quantities as passenger baggage without export documentation risks seizure and misdeclaration penalties on the origin side and duty assessment at destination.
