Details

Hong Kong treats cannabidiol (CBD) and other cannabis derivatives as controlled substances under Dangerous Drugs Ordinance (Cap. 134), with no general personal-possession exemption for hemp-derived or low-THC products. Because lawful possession is not available to travellers, there is no personal-export pathway — CBD products found at departure screening are subject to seizure and the traveller to prosecution under the same narcotics framework that applies on entry. Travellers should not transit Hong Kong carrying CBD products of any THC content.
