Under the Cross-boundary Movement of Physical Currency and Bearer Negotiable Instruments Ordinance (Cap. 629), travellers arriving in Hong Kong with currency and bearer negotiable instruments (CBNIs) above HKD 120,000 must declare proactively at the Red Channel. Departing travellers are subject to a disclosure regime: there is no obligation to declare spontaneously, but a Customs officer may require disclosure, and making a false or incomplete disclosure is an offence. Failure to comply carries a fine and imprisonment. Legitimate disclosed movements are not restricted; the regime is transparency-based under Hong Kong's anti-money-laundering framework.
