Details
Turkey banned the import and commercial sale of e-cigarettes in February 2020 under Presidential Decree 2149; personal-use carriage by travelers falls in a grey zone where Customs has consistently confiscated devices and pods at IST and SAW airports. Carrying a single device for personal use is treated as administrative seizure rather than criminal smuggling; fines up to TRY 5,000 may apply. Re-export-on-departure is rarely offered.

Transit
Transit permitted. Turkish Customs Law 4458 (Transit Provisions) allows goods in international transit without requiring import clearance. Vaping devices in personal quantities (up to 2) remain in checked baggage and transit through IST without entering Turkish commercial channels. Device must be declared if asked by customs.
