Spain permits vaping under Real Decreto 579/2017, which transposes the EU Tobacco Products Directive (2014/40/EU). Nicotine-containing e-liquids are capped at 20 mg/mL and refillable tanks at 2 mL capacity; disposables and cartridges up to 10 mL e-liquid volume. Personal import quantities for travelers are not restricted beyond ordinary reasonable use. A broader 2024 Ministerial Order (Plan Integral de Prevención y Control del Tabaquismo 2024-2027) has proposed stricter rules including a disposable-vape ban, but as of 2026-04 this has not yet entered force. No declaration is required for personal quantities.
