Details
Hong Kong banned the import, sale, and manufacture of e-cigarettes and heated tobacco products (except IQOS-type heat-not-burn devices which remain legal) under the Smoking (Public Health) (Amendment) Ordinance 2021, effective April 2022. Penalties include fines up to HKD 50,000 and 6 months imprisonment.

Transit
Transit permitted. Hong Kong Customs allows bonded transit for personal-use vaping devices provided the passenger remains airside and goods stay in checked baggage. Since Tobacco and Smoking Ordinance amendments 2022 ban retail sale but do not impose criminal liability on transit passengers who do not clear customs, sterile transit is permitted.
Surrender at customs
Customs and Excise Department accept voluntary surrender at all BCPs. Declare at Red Channel before secondary screening. Devices are logged and destroyed. No prosecution if surrendered proactively.

Do not bring or send vape / e-cigarette to Hong Kong. Confirm current rules with Hong Kong Customs and Excise Department before travel; enforcement and penalties may change.
