Leaving Mongolia with tobacco cigarettes
Cigarettes and tobacco for personal consumption are freely exportable from Mongolia — excise is origin-paid at retail and no export formality applies to personal quantities. The binding constraint is the destination's duty-free allowance, typically 200 cigarettes (one carton) or 250 g of tobacco, above which arrival duty and in some countries steep penalties apply. Carrying obviously above-allowance quantities can also draw origin-side questioning about undeclared commercial export.
Travelers aged 18+ may bring 1 L alcohol + 200 cigarettes / 50 cigars / 250 g loose duty-free. Personal goods up to MNT 3,000,000 (≈USD 870).
Carry Tobacco Cigarettes in carry-on where applicable (medication / lithium battery / valuables). On arrival, walk the Red Channel and declare on the customs form. Mongolian Customs General Administration computes duty + VAT at the published rate. Have the purchase receipt + (for medication) the original prescription available.
