Testosterone and other anabolic-androgenic steroids are Schedule I controlled substances under UAE Federal Decree-Law No. 30 of 2021 on combating narcotics and psychotropic substances. Import — even for prescribed therapeutic replacement — requires prior approval from the Ministry of Health and Prevention (MoHAP) via the Traveller Medicine Permit portal. Submit the permit application with a translated prescription + medical report 3–5 working days before travel. Carrying testosterone without MoHAP approval has led to detention and prosecution; penalties start at a minimum 4 years imprisonment for first offence, with deportation for foreign nationals.
