Testosterone is classified under Japan's Pharmaceutical Affairs Law as a prescription medication. Personal import for travelers requires a Yakkan-Shoumei import certificate filed at least two weeks before arrival via the regional Bureau of Health and Welfare. Without the certificate, customs at Narita / Haneda / Kansai will seize the medication. Therapeutic-replacement dose under 1-month supply has historically been processed sympathetically with a doctor's letter, but the formal rule still requires Yakkan-Shoumei.
