Taxidermied specimens of CITES-listed species require both export permits from the source country and import permits from the destination country. CITES Appendix I species (tigers, leopards, bears, etc.) are commercially prohibited. Appendix II species (lions, hippos, many raptors) require permits. Enforcement in Japan carries fines from JPY 100,000 to JPY 5,000,000 under Customs Law (Kanzeihō) Art. 110, Art. 111 (ordinary personal cases are handled as civil infringements).
