Poppy seeds (Papaver somniferum) are legal in the United States for culinary use under 21 U.S.C. § 802 — the seeds themselves are not scheduled, only opium, morphine, and thebaine derivatives. CBP does not restrict personal culinary quantities. USDA APHIS requires that unprocessed (viable) seeds from some countries be declared for agricultural inspection. Note that consuming poppy seed baked goods can produce positive opiate metabolites on urine drug tests for 24-48 hours — SAMHSA raised the federal workplace-testing cutoff from 300 to 2,000 ng/mL in 1998 specifically to avoid false positives.
