The UAE classifies poppy seeds (Papaver somniferum) as a narcotic substance under Federal Law No. 14 of 1995 because they derive from the opium poppy. This means even culinary poppy seeds — commonly used in European breads and pastries — are illegal to bring into the UAE. Travellers have been arrested and imprisoned for carrying poppy seed food products. The seeds can be found in various food items including bread rolls, bagels, and poppy seed cake. Even minute traces of poppy seeds in luggage or food have led to prosecution. There is no personal use or culinary exemption.
