Strict plant quarantine; most fruit prohibited

Details

Japan's Plant Protection Station enforces strict quarantine on fresh fruit. Most fruits from most countries are prohibited due to pest concerns (Mediterranean fruit fly, codling moth, etc.). Some fruits from specific countries are permitted with phytosanitary certification. Inspection at port of entry is mandatory. Enforcement in Japan carries fines from JPY 100,000 to JPY 5,000,000 under Customs Law (Kanzeihō) Art. 110, Art. 111 (ordinary personal cases are handled as civil infringements). Leaving Japan with fresh fruit is a separate question — restricted: Fresh fruit for personal consumption may face export limits from Japan for phytosanitary reasons; commercial quantities require a Phytosanitary Certificate.
