US federal law permits civilian firearms ownership under the Second Amendment. Foreign visitors may temporarily import firearms for sporting purposes (hunting, competition) with appropriate documentation. ATF Form 6 required for permanent import. State laws vary dramatically — some states require permits for all firearms while others have constitutional carry. Enforcement in United States carries fines from USD 300 to USD 10,000 under 19 USC § 1497 (failure to declare); 19 USC § 1592 (fraudulent entry) (ordinary personal cases are handled as civil infringements). Leaving United States with firearms is a separate question — prohibited: United States prohibits taking firearms out of the country without an advance export authorisation; licensed hunters and sport shooters are the main exception categories.
