UAE's Federal Authority for Identity, Citizenship, Customs & Port Security treats sealed retail-pack energy drinks as personal-use food items in small quantities. The Ministry of Health and Prevention (MoHAP) regulates caffeine, taurine and added-stimulant content on a per-product basis under Federal Law No. 28 of 2021. Bulk imports require an import licence and product registration. The 50% UAE Excise Tax applies to commercial imports of energy drinks.

Practical advice
Carry-on quantities of branded energy drinks for personal consumption are not subject to formal declaration. Anything in commercial pack sizes will be flagged at the border and may be assessed for excise.
