Details

Consumer drones may be brought into the UAE but must be registered with the General Civil Aviation Authority (GCAA) before operation. The UAE has strict no-fly zones covering all government buildings, airports, populated areas, and tourist sites including near the Burj Khalifa. Operators must obtain a GCAA Remote Pilot Licence (RPL) for drones over 250g. Flying over people, near airports, or in restricted zones is a criminal offence with fines up to AED 20,000. Even tourist hobbyists must register before flying. Carrying a drone in checked luggage through UAE airports is generally permitted but the device must be declared on arrival.

Transit

Transit permitted. GCAA and Dubai Customs allow consumer drones in checked baggage for transit passengers passing through DXB who do not clear UAE immigration. Drone batteries must comply with IATA lithium battery regulations (checked baggage). Registration with GCAA is not required for airside transit.
