Codeine is classified as a controlled narcotic in the UAE under Federal Law No. 14 of 1995. Travellers carrying codeine-containing medications must have a valid prescription from a licensed physician and should obtain prior approval from the UAE Ministry of Health and Prevention (MOHAP) before travel. The permit can be obtained through the MOHAP website. Travellers may carry up to a 30-day supply with documentation. Medications must be in their original packaging with the pharmacist's label. Carrying codeine without permits can result in arrest even if it is an over-the-counter product in the traveller's home country.

At the airport
- Codeine is a MOHAP-controlled substance in the UAE. Before travel, apply for a MOHAP online permit at mohap.gov.ae at least 2 weeks in advance. Download and print the approval.
- On arrival at DXB or AUH, approach the customs health/medicines counter (Red Channel). Present: original prescription, MOHAP permit, pharmacy label in original packaging.
- The customs officer will verify the permit against your documentation and initial the packaging. Keep all documents together in your carry-on for the duration of your stay.
- If you do not have a MOHAP permit, the medication will be confiscated. You will be asked to sign a surrender form. No further criminal penalty applies for first-time surrender without intent to distribute.
Permitted in transit. UAE MOHAP transit guidelines distinguish between import and airside transit. Passengers transiting through DXB without clearing UAE immigration may carry a personal supply of prescription codeine (up to 30 days) provided they carry the original prescription and the medication is in its original pharmacy packaging. A MOHAP permit is not required for airside transit only.
