Travelers may bring chocolate products into the United States without restriction; CBP and the FDA treat finished, retail-packaged chocolate as routine personal-effects requiring no notification. Kinder Surprise eggs and similar products with embedded non-edible toy capsules are categorically prohibited under 21 CFR 101.16, regardless of declared status. Cocoa-content over 50% from sanctioned-origin countries (e.g. North Korean state-owned cocoa) triggers OFAC review.
