The UAE has a strict zero-tolerance policy on all cannabis-derived products, including CBD oil, regardless of THC content or medicinal use. CBD oil is classified as a narcotic under UAE law. Travellers have been arrested and prosecuted for carrying CBD products that are legal in their home countries. Minimum sentences under Federal Law No. 14 of 1995 include 4 years imprisonment for drug possession. The presence of CBD metabolites in a blood test can also result in prosecution. There are no medical exemptions for foreign travellers.

At the airport

1. CBD oil is classified as a narcotic under UAE law. If you arrive with CBD products, proceed immediately to the Red Channel at DXB or AUH.
2. Declare the CBD product to the MOHAP/Customs officer and present any documentation you have (medical certificate, certificate of origin). Do not conceal it.
3. The product will be confiscated for analysis. If THC content is detected above trace levels, criminal charges under Federal Law No. 14 of 1995 may follow.
4. Request a seizure receipt number. Retain it for any future embassy or legal consultation. Contact your country's consulate if detained.

Transit

Transit not permitted. The UAE's zero-tolerance policy on CBD under Federal Law No. 14 of 1995 applies to all persons within UAE territory including those on sterile transit. Dubai Customs has seized CBD products from transit passengers at DXB. There is no transit safe harbour for CBD in the UAE.

Practical advice

Do not carry any CBD products into the UAE. This includes CBD-infused food, cosmetics, tinctures, and capsules. Penalties are severe and have been applied to tourists.
