Saudi Arabia classifies all cannabis-derived substances, including CBD oil, as illegal narcotics under the Law of Combating Narcotic Drugs and Psychotropic Substances. There are no exceptions for medicinal use or low-THC products. Penalties for drug trafficking can include the death penalty; possession for personal use typically results in imprisonment of several years and deportation for foreigners. Saudi customs and border agencies use advanced scanning and dogs to detect narcotics. Even trace amounts in luggage have led to prosecution.
