CBD classified as dangerous drug since February 2023

Details

Hong Kong added CBD to its Schedule 1 dangerous drugs list in February 2023. Possession, import, and use of CBD products are now criminal offences punishable by up to 7 years imprisonment and HKD 1 million fine. This was a major policy change — CBD was previously unregulated.

Zero tolerance — any quantity is prohibited

Transit

Transit not permitted. CBD is classified as a dangerous drug under Hong Kong's Dangerous Drugs Ordinance Cap. 134, regardless of THC content. Hong Kong Customs enforces drug laws on all persons at the airport. Transit passengers are not exempt. Do not carry CBD through Hong Kong.

Practical advice

Do not bring any CBD product to Hong Kong. The ban took effect February 2023 and penalties are severe.
