Details

France allows CBD products with under 0.3% THC content. However, France banned CBD flower and leaf products in 2022 (later overturned by EU court). The regulatory situation remains complex and enforcement varies. CBD oils and edibles from licensed sources are generally available. Enforcement in France carries fines from EUR 250 to EUR 5,000 under Code des douanes Art. 411, Art. 412 (ordinary personal cases are handled as civil infringements). Leaving France with cbd oil is a separate question — restricted: CBD product export from France is restricted by THC content; sub-0.2%-0.3% THC hemp-derived products face lighter treatment.
