CBD Oil is prohibited for travelers entering Costa Rica. Dirección General de Aduanas screens baggage at all ports of entry; the item is seized regardless of quantity, and depending on item class (narcotic / weapon / counterfeit / cultural-heritage), the traveler may face administrative or criminal penalty under the destination's controlled-substances / customs act. Pacific Alliance / Mercosur / CAFTA-DR / USMCA / Andean Community preferential treatment for member-state goods. Personal-import permit pathways exist for medication categories (see Dirección General de Aduanas guidance) but do not apply to most prohibited items.

CBD product export is variable across jurisdictions. Hemp-derived CBD with sub-threshold THC (0.2% EU, 0.3% US) is generally exportable. Full-spectrum products above threshold THC face controlled-substance treatment under Ley 8204. Carry the manufacturer's Certificate of Analysis (COA).
Do not carry CBD Oil into Costa Rica. If you arrive with the item by accident, surrender at the Red Channel for seizure-only treatment rather than walking the Green Channel — the latter is treated as deliberate smuggling.
