Illegal to import despite domestic legality

While cannabis and CBD are legal in Canada domestically, importing CBD products across the Canadian border is illegal under federal law. Canada Border Services Agency enforces this strictly. Even returning Canadian residents cannot bring CBD purchased abroad back into Canada. Enforcement in Canada carries fines from CAD 1,000 to CAD 500,000 and imprisonment up to 5 years in aggravated cases under Customs Act s.159, s.160; Controlled Drugs and Substances Act. Leaving Canada with cbd oil is a separate question — restricted: CBD product export from Canada is restricted by THC content; sub-0.2%-0.3% THC hemp-derived products face lighter treatment.

Surrender at customs

CBSA allows voluntary abandonment at the port of entry. Declare at primary inspection. Officer will accept surrender without penalty for personal-quantity CBD products. Form E-15 (Customs Release) not required.
