Details
While cannabis and CBD are legal in Canada domestically, importing CBD products across the Canadian border is illegal under federal law. Canada Border Services Agency enforces this strictly. Even returning Canadian residents cannot bring CBD purchased abroad back into Canada.

Surrender at customs
CBSA allows voluntary abandonment at the port of entry. Declare at primary inspection. Officer will accept surrender without penalty for personal-quantity CBD products. Form E-15 (Customs Release) not required.
