In the UK, cannabis seeds themselves are not listed as a controlled substance under the Misuse of Drugs Act 1971, making simple possession technically legal. However, germinating them or cultivating cannabis is illegal. Importing seeds from outside the UK requires a plant health import licence, and bringing seeds in without declaration can result in seizure by Border Force. Seeds intended for cultivation are treated as drug paraphernalia and can be seized. The legal grey area makes this a genuinely 'restricted' situation — possession is not automatically criminal but importation carries regulatory and legal risk.
