Details
Japan's Cannabis Control Act prohibits the cultivation, possession, import, and export of cannabis plants, seeds, and any part of the cannabis plant. Travelers carrying cannabis seeds — including non-germinable hemp seeds marketed for cooking — face criminal prosecution at Narita / Haneda / Kansai customs. Maximum penalty: 7 years imprisonment for personal-quantity import (up from 5 years per the 2024 amendment). Conviction triggers automatic deportation and 10-year re-entry ban for foreign nationals.
