Baby formula in original retail packaging may be brought into the UK for personal use without a declaration. HMRC guidance treats infant formula as a food good subject to ordinary duty-free-allowance rules. Liquid formula above 100 ml is exempt from the airport-security liquid limit when travelling with an infant. Bulk quantities (beyond one child's trip-duration consumption) may be assessed as a commercial import and attract 8% MFN duty plus 0% VAT (zero-rated under VAT Act 1994 Schedule 8 Group 1).
