Details
Importation of sporting ammunition into Spain is governed by Real Decreto 137/1993 (Reglamento de Armas) and EU Directive 91/477/EEC on the control of the acquisition and possession of weapons. Travellers must hold a valid Spanish or EU-recognised firearms licence (licencia de armas) corresponding to the firearm category. Prior authorisation from the Guardia Civil's Intervención de Armas y Explosivos (GIAE) is required for importing ammunition from outside the EU. Quantities are limited to those reasonably required for sporting purposes (typically up to 1,000 rounds for competition use). Ammunition in checked baggage must comply with IATA Dangerous Goods Regulations.

Transit
Transit permitted. EU transit rules (Schengen External Border provisions) permit sporting ammunition in checked baggage for international transit passengers who remain airside. Ammunition must be securely packed and declared. Passengers clearing Spanish border control are subject to full import restrictions.

Sporting ammunition is classified under Class 1 — Explosives. Cabin and checked-baggage limits apply on top of customs rules.
Practical advice
Apply to the Guardia Civil GIAE for an import authorisation well before travel. Carry the licence and authorisation in your hand luggage (not with the ammunition in checked bags) and declare at customs.
