Tobacco products mailed to Canada are subject to customs duty, federal excise duty, GST/HST, and provincial tobacco tax where applicable. All tobacco products legally sold in Canada must bear federal excise stamps (Excise Act, 2001). CBSA seizes unstamped tobacco and may issue an Ascertained Forfeiture or assess a penalty equal to or greater than the duty owing. Personal-import allowances exist but mailed tobacco does not benefit from the traveler exemption.
