Türkiye tightly restricts personally imported mobile phones: handsets must be registered with the BTK against the owner's passport within the registration window, for a substantial fee, and unregistered IMEIs are blocked from Turkish networks. The registration route is designed for the passenger regime (one device per traveller within a multi-year window); postal or courier import of a handset by a private individual is not a practical route and consignments face blocking and return. Turkey applies a de minimis threshold for postal and courier imports. Goods valued below EUR 150 (approximately USD 165) are exempt from customs duty. VAT (KDV) at 20% applies to all imported goods regardless of value. Turkey is not in the EU customs union despite having a Customs Union agreement with the EU for industrial goods — agricultural products and some other goods are excluded from the Customs Union. Buying locally avoids the registration fee entirely for residents with Turkish-market devices.
Do not ship a phone to Türkiye expecting to use it — the BTK registration fee is substantial and unregistered phones are network-blocked. Travellers should use the passenger registration allowance or buy a Turkish-market device.
