Full Details

Posting a phone to Norway is permitted; two frameworks apply. Postal dangerous-goods rules require lithium batteries to be installed in the device (UN 3481) — loose spare batteries are barred from international mail. On the customs side Norwegian Customs (Tolletaten) applies the ordinary parcel framework to the declared value: import VAT/GST at 25% applies above the exemption threshold. Norway abolished its NOK 350 personal-import duty-free threshold in April 2020. All commercial parcels attract 25% MVA + customs duty. VOEC scheme requires foreign sellers to register and collect VAT for parcels under NOK 3,000. Multiple new-in-box units read as commercial imports; single used personal phones (a repaired or forgotten device sent on) are routine. Norway collects VAT from the first krone on foreign shipments — foreign shops registered under the VOEC scheme collect it at checkout for goods under NOK 3,000, otherwise the carrier collects VAT plus a fee on arrival.

PRACTICAL ADVICE

Ship the battery installed in the phone, declare the true value, and use tracked service — phones are among the most-pilfered and most-inspected parcel categories.
