Personal import of a mobile phone into Indonesia is possible but tightly controlled: the handset's IMEI must be registered with customs (Bea Cukai/Kominfo) at import, and unregistered phones are blocked from Indonesian mobile networks after a short grace period. Import taxes apply above Indonesia's very low de-minimis. Indonesia drastically lowered its de minimis threshold from USD $75 to USD $3 per consignment in January 2020 (PMK 199/2019) to protect domestic industry from cheap imported e-commerce goods. VAT (11%) and income tax withholding apply to goods above $3. Goods for personal use up to 3 times per month may have some relief. In practice, buying a phone abroad and shipping it to Indonesia is rarely worthwhile once registration, duty, VAT, and income-tax collection on the parcel are added; travellers carrying phones in are covered by the separate passenger IMEI registration allowance.
Register the IMEI at import or the phone will stop working on Indonesian networks. For most people, buying locally or carrying the phone as accompanied baggage (with the passenger IMEI process) beats postal import.
