UN Security Council sanctions are binding on all 193 UN member states under Charter Article 25; each state is responsible for domestic implementation through national legislation. The Council's 1267/1989/2253 ISIL/Al-Qaida list and 1718 DPRK list are the most prominent; sectoral programs (Iran, Libya, Sudan, Yemen, CAR) operate alongside. Implementation quality varies sharply: EU member states transpose UNSC measures into Council Regulations within days; some other states delay or under-enforce. Reporting cycle: states submit implementation reports to the relevant Sanctions Committee on a 90-day cycle. The 1267 Ombudsperson process provides a delisting mechanism for individuals; non-1267 lists have no central delisting forum.
