EU Restrictive Measures (CFSP sanctions)

EU restrictive measures (the formal CFSP/CSDP sanctions regime) are binding on all 27 EU member states, all EU-incorporated persons, all EU nationals anywhere in the world, and any transaction in EU jurisdiction. The consolidated list lives at sanctionsmap.eu and is updated weekly. Member states implement uniformly via Council Regulations (directly applicable, no national transposition needed) and Council Decisions (CFSP framework). The Article 50 'frustration' clause prevents EU persons from complying with US extraterritorial sanctions where doing so would violate EU rules — a recurring tension on Iran-related transactions. Penalty: each member state sets criminal sanctions; range from administrative fine to 10 years imprisonment.
