Classification notes
All Chapter 06 imports require phytosanitary certificates issued by the origin's plant-protection authority. Most destinations apply additional treatment requirements (heat, fumigation) for imported soil + roots. CITES Appendix II species (orchids, cycads) require additional CITES paperwork.
Frequent misclassification
Cut flowers in commercial bouquets sometimes mis-declared under Chapter 04 (preserved fruit); seeds for sowing should be in Chapter 12 not 06.
