Commodity coverage

Limited Phase 1 deal covering ~5% of bilateral trade in goods (mostly agricultural products + digital trade). Reduces tariffs on US beef, pork, wine, ethanol exports to Japan; reciprocal access for Japanese industrial machinery. A more comprehensive Phase 2 deal remains in negotiation.
