End-use certificate

Also known as: End-user certificate, EUC

A document declaring who will use a controlled export item and for what purpose, required for dual-use and military-list exports.

An End-Use Certificate (EUC) or End-User Statement is a document signed by the final consignee in the destination country declaring who will receive the goods, for what specific purpose, and pledging that the goods will not be re-exported or diverted to a non-authorised end-use. Required for most exports of dual-use goods, military-list items, and selected industrial chemicals. Issued and verified by the importing country's authority where applicable (often the Ministry of Defence or trade ministry). Submitted to the exporting country's export-control authority as part of the export licence application.
