Customs notes
Canada Border Services Agency (CBSA) uses the Primary Inspection Kiosk (PIK) at T1 and T3. E-passport holders complete declaration on-kiosk; paper E311 form still accepted at staffed counters. Personal exemption CAD $800 after 48+ hours absence, $200 after 24-48 hours, $0 under 24 hours. Currency CAD $10,000+ declaration mandatory.
Transit
YYZ has no sterile international-to-domestic transit — passengers clear CBSA and recheck bags even for domestic onward flights. International-to-international can be airside via the International Transfer facility. T1 and T3 connect via free LINK train (4 min).
Pre-arrival apps / forms
- CBSA Declare (submit declaration in advance)
- ArriveCAN (archived mandatory use; optional)
Known quirks
- ArriveCAN is no longer mandatory (discontinued October 2022) but CBSA Declare eligible T1/T3
- Cannabis products are legal within Canada but importing/exporting remains a federal offence even between Canadian airports involving an international leg
- LINK train is free and runs 24/7 but minimum connection remains 90 min T1-T3
